”Justice requires us to increase spending on aged care services”
The topic for today’s debate is ”Justice requires us to increase spending on aged care services” and I shall speak in favour of the tabled motion. Two headlines in ‘The Guardian’ are particularly disturbing – while one says, ‘Reports of poor standards in aged care are just tip of the iceberg’, another reads, ‘ Budget to focus on funding more at-home care for elderly’. Clearly problems are aplenty and the need to resolve issues related to funding are being addressed. But are these efforts enough?
Aged care services in Australia are available to the elderly over the age of 65 and above the age of 50, if the person is an indigenous Australian. With a 103,000 elderly on the waiting list for receiving the in-home care package, deficiencies in funding are a major problem. When the elderly need support, it is usually required for assistance in their day-to-day living or healthcare needs. Denying them the opportunity to access care due to lack of funds is a direct compromise with something as fundamental as human dignity. An advocacy service is provided for the aged people and their care givers to address concerns related to care provision by the government. But how about the need to provide access to people who are on a waiting list to receive aged care. Time, dear chairman, waits for none, likewise age also waits for none. When old age happens, the frailty, difficult movement, health issues and concerns regarding safety make our aged anxious. They worked through their young age, provided for their families, contributed to the country’s economy and are now a collective responsibility of the country and the community. It is only ethical that we provide for them, services, healthcare, community services and make their remaining stay on the earth as comfortable as possible.
While funding is rather basic to the provision of care for the aged, ethical considerations promote respect for autonomy of the aged people. But it is important to consider whether their ability to take decisions about their own well being is impaired or enhanced when family members participate (Thomson, 2016). Aged care has to be provided such that the wishes of the aged and those within their circle of trust are respected when choosing between at home care or in a aged care institution. The human rights perspective has to be kept in consideration and the choices of those being cared for need to be respected. In fact, so vulnerable are the aged, because of health conditions, arising out of old age, dementia, low confidence, generational differences with their children, and frail that they need support at every step (APH.gov.au). Specialised healthcare, visits by community social workers and assistance in making informed choices require funds. So, quality care is the right of this vulnerable age-group and it is only just that sufficient financial provision be made by the government for care provision.
 
A code of conduct requires the personnel involved in aged care to follow minimum standards of practice and includes dieticians, social workers, massage therapists, nurses and nursing assistants (Australianageingagenda).
A significant cause for worry is that the current standards are not up to the mark. It has been found that although accredited, some facilities have not delivered expected standards of care. The demand for well trained aged care workers is growing due to the increasing population of the elderly. There are thousands of elderly people on wait lists for receiving aged care and there are those who await their turn to receive higher levels of care (Russel, 2018). Higher allocation of budget to finance the care homes, training of personnel, better standards of care is a burning need in Australia. Sadly, incidents of neglect and abuse are experienced by the elderly and there is an urgent need to prevent these through better provision of services. The service provision should train health care workers in ethics and how human right violation should be prevented at all cost. Clearly we cannot ignore the care needs for the aged in our country. The Living longer, living better plan requires an additional thrust where funds are concerned. Any financial limitation can severely compromise the availability of care and the quality of care. Finances are so scarce that often, people on the wait list have to wait for a full year before they can get any care (Theguardian, 2018). When people who are weak, ailing, vulnerable physically and mentally and getting weaker with time are denied care due to deficient funding, we as a nation are being unjust to people who once formed the workforce of our country and contributed to making it a strong country that it is today.
The current focus in Australia on healthy and positive ageing where the aged can continue to contribute to the society and deploy their experience for volunteering and other work without facing age discrimination (Flexiliving.org.au).
